It’s applied when Google detects that an advertiser is trying to bypass its review systems or ad enforcement processes. Common triggers include cloaking content, redirecting users to unapproved destinations, using multiple accounts to avoid previous suspensions, or manipulating tracking to hide the true user journey. This policy is enforced strictly, and reinstatement is difficult without strong evidence of compliance.
