Appeal Misuse Penalty

Appeal misuse penalty occurs when you submit too many appeals for the same violation or file excessive appeals within a short timeframe, and Google suspends processing your appeals as a result. If Google detects you’re misusing the appeals function, they’ll stop processing your appeals for 7 days and require you to contact customer support before they’ll review any further submissions.

For individual ads, you’re limited to 3 appeals maximum. If you appeal unsuccessfully 3 times, you lose the ability to appeal that ad again without contacting support. Wait at least 24 hours between appeals to avoid them being marked as duplicates. Filing too many appeals for the same account suspension can result in Google completely ceasing to process any of your appeals.

Example: An advertiser submits 10 different appeals for the same suspended account within 48 hours, triggering an appeal misuse penalty where Google stops processing any appeals for 7 days and requires the advertiser to contact support.
